What does it mean if I grant NIH a non-exclusive license when submitting my manuscript?

Authors grant NIH a royalty-free, non-exclusive, and irrevocable right to reproduce, publish, or otherwise use the work for federal purposes, including making it available in PMC. This non-exclusive right is to reproduce, publish, and use the publication, which is copyrighted material. To the best of our knowledge, it does not give any rights to the intellectual property developed as a part of the research itself, which is what the institution licenses to commercial partners to develop.
